Chain of events:
1. 21st June 2010: En Shahrudin of Pekan Nenas Risda Office inspected the land and advised us to wait for white card before clear the said land.
2. 2nd July 2010: Received white card complete with payment schedule from PRD Pontian
3. 12th July 2010: Visit PRD Pontian as requested via tele-conversation to submit a copy of BSN Account Book for scheduled payment purposes.
4. 1st week of August 2010: Started to clear the land as advised verbally by PRD Pontian after visiting them for the 3rd times.
5. 3rd October 2010: White card returned to PRD Pontian and request for two week extension to complete the clearing work for the land. No verification and or whatsoever from PRD Pontian in returned. We’ve requested for verification but being denied. The female staff at that moment quoted that “ TAK PERLU SURAT, KAMI AKAN POSKAN PADA AWAK NANTI”. She even promised us to send an officer to inspect the said land once the clearing work completed.
6. 3rd week of October 2010: Notified replanting section of PRD Pontian that the land is ready for inspection via tele-conversation (Salmah). She advised us to wait until further notice.
7. From 4th week of October 2010 up to 5th December 2010: There are no correspondences and or tele-conversation to and or from PRD Pontian as they advised us to wait. UNFORTUNATELLY NO ACTION BUT TALK ONLY (NATO).
8. 06th December 2010: I’ve make a call to PRD Pontian and asked for clarification and or status of our replanting application (TSGL) and UNFORTUNATELY PRD Pontian put up a few excuses verbally after one to another.
a. NO BUDGET FOR TSGL
b. NO TIME TO MAKE PAYMENT
c. KIV TO 2011 (IF THERE ARE BUDGET FOR 2011)
She then advised us to wait again until end of January 2011 and promised to inform us on the status soon.
9. 07th December 2010: Until 02nd February 2011: There NATO again by PRD Pontian.
10. 02nd February 2011: Matters being referred to Pejabat Risda Negeri Johor and asking for assistance via tele-conversation with Salasiah. She promised to look into the matters.
11. 08th February 2011: Follow up PRD Pontian and got nothing out of it.
12. 10th February 2011: Try to get so called Aini as advised by Salasiah of PRN Johor but never succeeded. She always not available due to outstation or attending a meeting as quoted by their staff. Yet I got hold of Hashim who claimed as Aini’s assistant. I’ve briefed him for the same and request Hashim to convey the message to Aini. During tele-conversation Hashim quoted that “TAK ADA BAJET KE BELUM ADA BAJET” while laughing.
13. 16th February 2011: Referred the matters to Mohd Zakaria of PRN Johor who also promised to investigate the matters and informed us on the status within one week. Yet there is nothing from him until 3rd March 2011.
14. 17th February 2011: All over sudden we’ve received a letter from PRD Pontian. ( Copy of the letter attached)
a. WHY NOT INFORMING US EARLY BEFORE WE CLEAR THE LAND?
b. IT MUST BE SOMEWHERE IN JULY 2010
15. 25th February 2011: Follow up PRD Pontian and fortunately I’ve manage to talk to so called Aini after almost 3000 hrs. waiting (August 2010 – February 2011) This so called Aini is not even in the picture for the past of eight month. She totally disappeared during that particular time and only appeared after I’ve talk to Mohd Zakaria of PRN Johor. Only Salmah of PRD Pontian attending us verbally with 1001 excuses.
16. 3rd March 2011: Filed a complaint to BIRO PENGADUAN AWAM [BPA] for the above related matters and waiting for PRN Johor to respond.
17. 18th March 2011: We’ve received a letter from PRN Johor requesting detail of related piece of land. We absolutely believe that that information complete with applicant BSN account number are kept by PRD Pontian which supposed to synchronize the information in their system for PRN Johor to refer. Yet it was never been done.
18. 25th March 2011: We’ve received a letter from BPA which quoted that PRN Johor is requesting additional information for the related piece of land. Yet all the info that being requested was held by PRD Pontian. It seems that both PRN Johor and PRD Pontian were running to different direction. There is no scrutinize for PRN/PRD but BPA seem to be caught in between and try to push us to the corner by requesting us to provide the additional information again specially for PRN Johor which actually should be well informed.
19. 8th April 2011: We’ve received a letter from PRN Johor that directed PRD Pontian to respond immediately for the above mentioned. Unfortunately the said letter was prepared and signed by the respective HOD without checking the detail. Please refer to paragraph 2 and 5. There is a word that I could not understand either in Bahasa or English. Yes, it was just slip of the finger but it is reflecting the actual scenario for both PRN Johor & PRD Pontian managing the situation. They simply run the agency like their own family business.
20. 14th April 2011: We’ve received a letter from BPA for “Mesyuarat Khas on TSGL ≤ 5 Ha [Kes 7614] to be held at BPA Office on 22nd April 2011@0900hrs.
21. 14th April 2011: We’ve received written replied from PRN Johor for related matters just like the previous letter that send by PRD Pontian on 16th February 2011.
22. 21st April 2011: BPA Office informed via telephone that meeting was postponed.
23. 21st April 2011: we’ve received a letter from BPA for “Mesyuarat Khas Bil 25/2011 on TSGL ≤ 5 Ha [Kes 7614] to be held at 26th April 2011@1500hrs.
24. 26th April 2011@1500hrs: We attend the so called “Mesyuarat Khas Bil 25/2011” which is actually just a story telling session by RISDA representative. They just read their written text instead of answering our simple question. Both Omar Paimin and Aini of RISDA simply ignore our question and unfortunately the chairperson of the meeting is not aware of such situation. Chairperson suggested us to look forward and forget the history/tragedy. He even reminding us not to “KOREK KOREK” the root causes of the history/tragedy. It seems that both RISDA and BPA try to divert the main issue. To us it just a waste with no conclusion and or agreement.
25. 1st May 2011: Filed online complaint regarding the above to Public Complaint Bureau HQ.
26. 5th May 2011: I’ve checked complaint status No A87831 but the case being closed.
27. 5th May 2011: Resubmit the same complaint for PCB to review but being denied.
28. 10th May 2011 referred to Pn Zainun/En Nor Ikram of PCB HQ via telephone for the complaint status and En Nor Ikram advised us to engage a lawyer.
29. 7th May 2011 referred the same to En Shamsudin of Pusat Aduan Rakyat [PAS Pontian] for assistance to resolve the matters.
30. 17th May 2011 we’ve hold a press statement attended by En Shamsudin of Pusat Aduan Rakyat [PAS Pontian], Sinar Harian and Harakah [Pontian].
31. 17th May 2011 we’ve filed a police report on Risda Pontian due to irregularities in handling our TSGL application.
