Culture and or Tradition: Part 3


Previous session I've share a few of my experiences when dealing with Pontian District RISDA Office. Their actual practices are not reflecting so-called vision, mission and policy that impressively written in their official website.

On second week of February 2011 we've initiate to call Johor State Risda Office.  Fortunately we've got hold of Deputy Director, En. Mohd. Zakaria Alang Ashari. As usual even Deputy Director also is not aware of what happening around him.  He was blurred when I raised the issue. It seems that their database is not updated and or not scrutinise between District Risda Office and State Risda Office. Then he promise to investigate and come back to us within a week.  As I've expected, it is just a promise.  It is a culture and or tradition.  They used to it. 

16th. February 2011 we've received a letter from Pontian District RISDA Office. Then we're officially notified that no budget for our 2010 TSGL application.  They took almost 5040 hrs. to do that. Why?  It is a culture and or tradition.  Where does RM 8400.00 that being approved for us in July 2010 go?  It's a history. That why the Public Complaint Bureau director reminds us to forget the history and don't try to find the roots causes of the case during a meeting in his office.

25th.February 2011 at 11:16:42hrs. I've called Pontian District RISDA Office and finally got hold of Aini Ruhuma Abdullah or so-called Pontian District RISDA Officer. The 16 minutes and 21 seconds tele-conversation with her is a very interesting experience.  Unfortunately we are not talking the same language.  She was talking about expertise in her terminology.  I don't understand.  It is too complicated for me.  I use to communicate in a very simple language and easily understood.  

Note: She wasn't in the picture for the last eight month. [June 2010 - 24th.  February 2011] Meeting and outstation is the standard version for such reason.  She happens to be around just after I talk to Mohd Zakaria Alang Ashari - Deputy Director of Johor State Risda Office.  It is a real joke that I've ever had in my life. 

She claimed that 28 people are facing the same fate as we did.  Congratulation!  You've fixed us perfectly.  She even claimed that subsidy being withdrawn by federal government.

In 2010 budget speech, we've observed Prime Minister Announcement of RM 2 billion allocations for agriculture. 

It was quoted that "The Government is concerned with the plight of farmers and fishermen.  To safeguard their interest, the government will provide subsidies, incentives and assistance amounting to almost RM 2 billion". Is that just a gimmick or real? 

I've browsed their website but there is no circular from Director General stated the subsidy withdrawal. But I've found a circular [Re :( 7) dlm. 3.0/9960. 34/01] for additional 2010 TSGL allocation issued on 27th. September 2010 and signed by RISDA Director General.  We even observed another special additional allocation for RM 6.04 million by RISDA Chairman on 5th. January 2011 as reported in their official website.  We used to watch TV and read some of our local newspaper.  Yet, we never heard of such claimed. [Federal government withdrawing subsidy for replanting scheme].  I'm totally lost.  In-fact we've lost an income from that very piece of land and got nothing from RISDA.  Furthermore it is our hard-earned money that we used to clear the land. It cost us almost RM 3000.00.  Small people like us cannot afford to take such challenge. It is too much. It takes us years to keep aside such amount.  But RISDA simply slept on it. 

If you people out there to be in my shoe, what you going to do?
