In 2010 budget speech, we've observed Prime Minister Announcement of RM 2 billion allocations for agriculture. It was quoted that "The Government is concerned with the plight of farmers and fishermen. To safeguard their interest, the government will provide subsidies, incentives and assistance amounting to almost RM 2 billion".
Thus, for whatever purposes, it must be justified. Meet the purposes without conflict of interest. When I referred to Johor State Risda Office, I've got slightly different experience compared to Pontian district Risda Office. On 14th.-02-2011@11:06:48hrs I've called Johor State Risda Office and try to get Salasiah of replanting section. Yet I got hold of Salmah in the same section. She hardly trying to explain their reasons and quite sensible. 18 minutes and 36 second tele-conversation explained partly of the main reasons. It is MPOB and not Risda to organized TSGL replanting scheme. Risda are about to hand-over the scheme to MPOB as quoted by Salmah.
At Pontian District Risda Office is totally different. When I called and asked for clarification about our 2010 TSGL <2.5ha application and related matters, they simply put up a bland excuses. I would categorize them as an expert. They know how to pull our legs. It is outstanding. It quite hard to engage such an outstanding staff these days. Pontian District Risda Office even starts transferring some of their staff to other district. Unfortunately, En. Shahrudin that inspected our land at early stage was transferred to Baling, Kedah in March 2011. Frankly speaking, it was a cover-up arrangement. It is also considered as a culture and or tradition within the family. They are reversing the so-called policy, vision and mission that impressively posted in their website.
We've referred to Federal MPOB Office to get some ideas on 27th. April 2011 at 16:29:27hrs. I've got Shida of replanting section to respond. She briefly explained the MPOB procedures with a simple language which easily understood. According to her, MPOB offer RM7000.00/ha for replanting scheme. Yet, Johor State/Pontian District Risda Office simplified their so-called procedures. I would say “short-cut." It is alright to simplify certain things but don’t carried away and start fixing others.
Omar Paimin, Director of Johor State Risda Office offering us one-short payment scheme of RM3600.00 for our 2010 TSGL application. Just to make thing more complicated, he want us to start the TSGL project at our own cost. According to Omar Paimin, Risda shall come to the rescue if there is a budget allocated. He wants us to hold back and have some patience. It is a very impressive statement that he made. As usual it all came back in a circle. Almost 11,500 hours just gone. It is nothing. Nothing at all.

The person in charged should aware of everything under his/her nose. "See nothing, hear nothing and say nothing” slogan is a history. People wouldn’t accept it. It is an absolute lies. But Omar Paimin and Mohd Zakaria Alang Ashari of Johor State Risda Office and Aini Ruhuma Abdullah of Pontian District Risda Office are still applying the same slogan. I wonder how these people sustained. They not even fit and meet the purpose. Theoretically speaking, I believed that they are evaluating individual performances themselves. Everyone is mark with outstanding performance in their own versions. These kinds of people tend to manipulate anything for personal interest. Conflict of interest, power abuse, and the rest of the scam will be cultivated within the families. At the end, it became tradition. It may sound weird but is happenings out there. A word doesn’t mean anything for them. They are collaborating as team. It is our thoughtless action that allows them to continue.
